FACT One: Information Regarding Nuclear Weapons 1. The Pakistani nuclear program was first begun by the late Zulfiqar Ali Bhutto in the year 1972. During the latter half of the 1970s, Pakistan’s program was able to obtain sensitive uranium enrichment technology and knowledgeable personnel.
